Registers an upload request for the specified trip video.
Required role: Video Service Role
startTimeUTC, endTimeUTC are required in the payload.
videoEventId is optional
enableTimelapse can be used in the query parameter to get the time-lapse version of the video.
A time-lapse version of the video can be fetched using the 'enableTimelapse' query parameter.
